We have a client that is currently running an SBS 2003 Server that we're looking to migrate to Windows Server 2008 R2 with Exchange 2010. No problems there.

The caveat is that the SBS 2003 server is hosting a LOB application that is not compatible with 64-bit operating systems and will need to remain on the SBS server for now.

My searching on Google yielded inconclusive results, so I ask you Exchange gurus: Is there a document buried in the Internet somewhere that details a process by which a person can migrate Exchange 2003 to 2010 while keeping the SBS installation intact? Is this even recommended?

I'm not aware of any specific SBS steps you'll have to take.

if you simply to a normal exchange 2003 to 2010 migration, then remove exchange 2003 from the old server, you should be in good shape.

i have a similar issue with a police station. i assume you will be making your new server 2008 box the main DC?

transition pack i beliuev eyou need to find.

No, domain controller will be a different server.

Can the LOB app be moved to another 32bit server?

Unfortunately not - out of scope for current project due to client's budget restrictions and software upgrade costs.
