I’ve been looking at the Hyper 212 Evo for an aftermarket heatsink. However, I have some questions.

1. I’ve heard the EVO Hyper 212 fan is might make too much noise for my liking. I was thinking of buying a Gentle Typhoon fan but I don’t know which one to buy.

2. Do I need to use thermal paste? If so, do I smear it first or just put a dot in the middle?

Here are the products I’ve selected so far for my 1st PC build:

CPU: Intel Core i5-3570K 3.4GHz Quad-Core Processor
Motherboard: ASUS Z77 Sabertooth
 
I've had a good experience with the Arctic Cooling F12 fans. They push a good amount of air and are pretty quiet.

The F12 are a very good and cheap choice, they are also PWM so you don't have to "pick" a speed, as it can be set by the mobo or auto. However they are still behind the GT fans, so if you want the best get the GT. Why do you think the fan will make to much noise for your liking? What fans do you have now and at what RPM do they run or at what RPM do you find them annoying? This will help for giving a suggestion of what GT fan for you to get.

Do they have PWM Gently Typhoon fans? If not, what speed are the ones you're running?
 
No, no PWM GT's yet. I run the AP-13 and AP-14's, I find them to be pretty good on the noise front, though I can still hear the AP-14's while the AP-13's I don't hear at all.

Good to know. How are they for using on radiators? I've got 4 of the F12's on my H100. Do they move a lot more air than the F12's?

GT's always do well on HS and Rads, that's the main use for them.

You have not answered my questions, so I can not say. I have no baseline of noise you find annoying. You talked about noise so I would lean to a AP-13 or at least a AP-14.
 
The EVO's base should allow for a BB sized dot of thermal compound to be applied onto the C.P.U.'s I.H.S.; there are other methods, but they could introduce air bubbles, such as via the smearing and/or etc, so, if you are not confident about your ability to not introduce air bubbles, I recommend the BB sized dot method.

I'll be like 2 feet away from the unit but I don't have the parts yet. I've just read a lot of people saying to replace the stock fan with a GT. I thought about getting the H100 but I'm worried about a leak.

Actually, I bougth the I3570k and the Sabertooth motherboard so far.

If you are going to spend the amount on a H100 you might as well get highend air, performs the same if not better at lower noise levels. The all in one water coolers are not magic, they work good for cases with little room that can not fit the highend tower coolers or because the person wants a more "clean" look inside the case, they do not have price nor performance going for them. As for loud, it depends on what the stock fan is set at, and what kind of OC's you are looking for. Yes, the GT will do much better, but you have given little info on your goals/plans and any other fans or the like that you have used/heard to give a baseline to help you out with sound levels and fan choice.
 
I haven't had a desktop PC since I bought a Dell XPS in 2006ish. So, I'm solely relying on what other users are saying. I'll be overclocking to 4.0 Ghz. I've never done it before so I'll probably be timid about overclocking in the beginning.

How do you plan on using the SSD? Are you going to use it normally or as a caching drive? If you use it as a caching drive you might not need 128GB, 64GB is usually enough to keep the small/important files. But again it depends on what you want to do.
