It's apparently a prerelease rom that was pushed to HTCs servers. They've pulled this update.
It's a fully working ROM, with all of the goodies. Fully rooted and flash able via clockwork recovery. Tethering is still intact. 4g works better than ever, 3g is vastly improved with the new radios (both in signal strength and in actual usable bandwidth).

I've personally been running this since last night. Battery life is great, full sense, and all of new HTC goodies , including Flashlight, filesharing, etc, is all intact.

Is there a FULL list of everything that's in the update for the EVO? What about Wifi tether? Isn't that a standard option in 2.2, or is it blocked because of the Sprint Hot Spot you have to pay $30/month for?
 
The only rom out for the evo that had the hotspot baked in is CM 6. That's a purely AOSP ROM. So the answer is no, you need a third party app for tethering for all of the others.
