Basically, it only makes sense to do when you want to get a "latest and greatest" card at launch - when they really are still going for MSRP.
For example, I bought a 7800 GT on Newegg for $339. If the 7800 GTX 512mb has a retail MSRP of $599, I could buy it for ($599 - $339 = ) $260 plus sending them my current card.
I see that as having had a 7800 GT for two months, then being able to ugprade to a 512mb GTX for $260, without having the hassle of trying to sell my 7800 GT off on eBay or the For Sale/Trade forum section for 3/4 of what I paid for it since it's now "used" and several months old.

Or, alternatively, if you got relatively screwed with your original purchase.
IE., if you bought your eVGA 7800GT from Circuit City or something, and paid $450 for it...selling it for $275 to buy a $459 card ($184 net difference + cost of auction) won't look as attractive as trading it in for the full $450 you paid to get the $549 priced card ($99 net difference).
