I picked up a NIB
EVGA 400-HC-1489-B1 EVGA Hydro Copper Waterblock for EVGA GeForce RTX 2080 Ti FTW3
Would I be able to use this block on any RTX2080Ti?

No, it will only fit on the card it was designed for (evga ftw3).
