Everybody votes channle not showing up?

So i downloaded the wii update for the everybody votes channel...

well.. where's the damn channel??

The update was to update the wii system to allow for regional settings, at least when I set mine up I do not rememeber setting my country and state. Without which the vote channel's stats wont work. Makes sense to me.
