Played eve for years after release, looking to maybe get back into it.
Wanting some advice on the cheapest PC build that is capable of running 3-4 clients at same time.

any info would be appreciated.

My opinion will probably be different from other people who'll answer you. But, this is my take.

Ignoring minimum requirements for EVE Online and going by the recommended requirements for a single client, we're going to need something beefier than a Radeon 6790 or Nvidia GTX 560.
Recommended System Configuration:

  • OS: Windows 7 / 8
  • CPU: Intel i7 Series or AMD X4 @ 2.0 GHz or greater
  • RAM: 4 GB or higher
  • Video: AMD Radeon 6790 or NVIDIA GeForce GTX 560 or better with at least 1 GB VRAM
From personal experience, I've ran two clients at high settings on a Radeon 6950 at 1600x900 resolution, windowed. Frame rate was around 30 to 50 FPS.

Given that, to run at least 3 to 4 clients, I'd go with a beefier GPU if they are all set to medium settings.

In my opinion, this might work with medium settings in 3 to 4 clients:

  • Intel Core i5 quad core or AMD FX-6300 or FX-8320 (or higher)
  • 8GB of RAM minimum, 12GB or higher recommended
  • Radeon HD 7970 or higher; or Geforce GTX 770 or higher
  • 256GB SSD for Windows plus EVE Online
  • Optional: Fast 1TB SATA III hard drive for EVE Online
If going on lower settings, you might skate by with the following if you're on a budget:

  • Intel Core i5 dual core with/without Hyperthreading at 2.5GHz minimum; or AMD A8 or A10 (Richland) APU, Athlon 760K, or FX-4300 or higher
  • 8GB of RAM
  • Radeon HD 7870 (R9-270X series) or higher; Geforce GTX 760 or higher
  • 128GB SSD for Windows plus EVE Online
  • Optional: Fast 1TB SATA III hard drive for EVE Online
Someone will probably give a better answer than mine, so take this as only as a guide before you make a decision.
 
I run 3 clients regularly at 1080p at max settings with machine in sig. Looking at CPU utilization, it seems there's a good amount of optimization happening on some level in the software so that running 2 clients =/= 2x performance cost. EVE is pretty scaleable, so turning down the settings will go a long way.
 
I used to run 3 on a 2600K + 2x 6870 + 16G, ran fine with TONS of resources left over. You could easily squeeze by with far less - I'd hazard 8G of ram and a single 6870 could do 3 with the options up at that res, as long as it's a quad-core proc (that's where I first ran into problems - my dual core would get a bit touchy at 3 clients).
 
My Phenom II 965, unlocked HD6950, and 8GB DDR3 1600 are running 4 Eve clients fine. I have the graphics settings turned down a bit because there are still things (like nebula clouds) that drop the framerate otherwise.
 
i played eve for like a month, and was like O_O; i still have no idea what im doing.
 
well i played for about 6 years, havent played in about 3 now. think i can pick it up pretty quick.
 
When I last played EVE, I ran 3 clients all of the time on a C2D 6750 and 8 gigs DDr2 and a ATI 5850 and ran with medium settings just fine (aka 40-60 fps) on 1080p. Ofc, I assume they have increased the graphics quite a bit so maybe a better videocard will suffice.
