Euro Power Converter Adapters

ok, first he would need to look at the power consumption of his lappy - and make sure that the converter can handle the wattage/amperage he is using.
He can get converters at luggage stores - and some electronic stores (Beast Buy, Circuit Sh*tty, Compuseless)
Generally the answer is yes, however, the Russian electric system as well as the electrical wiring in some locations, is not up to par with the US system. I suggest a surge protector of some sort.(May have to buy there to ensure compatibility)
What hotel is he staying at? If he is at a higher end US brand - they might be able to give better info/supply correct adapters.
He needs to look at the lappy manual and go to the manufacturer's website and read the FAQ section. If the info is not there email support.

Most laptops I´ve seen in the last few years have 100/220 power supplies, check that out before you go blowing money on a transformer.
