EU Zone killing GPU performance?

Simply answer? No.

The document the are referencing is not even a draft or a report. It is a document that somebody has written that says that as a way to help consumers reduce energy usage that GPUs should be categorised into power bands like things such as fridges or dishwashers are.

So GPUs would come with a label similar to this:

Their is no mention at all of limiting GPU power usage.
