Error 5: Access Denied in Vista 64

This my seem like a stupid question but....what is this?

I'm trying to install CCCP codec and it gives me this even if I try to run as administrator
it also says

"Unable to execute file in temporary directory. Setup Aborted."
"Error 5: Access is Denied."

Download the CCCP installer to your desktop and run it from there. That should work.

that's what i was doing but it was giving me the error.

but after i ran Windows Update and rebooting it worked. go firgure.
