Been getting this today, even I just middle-click two links in quick succession to open in new tabs. Understandable if this is a form of DoS protection. I'll slow my roll if that's the case.

I never heard of 'rate limits' before...so I Googled it- "Rate limited means that you've done the same thing too much in too short of a time frame"

so if a person does the same action over and over really quickly you get an error?...so individual websites control the rate limits and it's not a universal Windows thing?

Rate limiting is usually at the DNS level, cloudflare in this case. Sometimes your ISP will, but the DNS is the best place to see where people are hitting a single address hard, repeatedly.
