ep45-ud3p throttling

Nothing is being "throttled". What you are seeing is a technology called speedstep.

The important thing to understand is that this is a very good thing and does not negatively impact the performance of your chip in any way, shape, or form. It simply clocks the processor down when it's idle to save on power and instantaneously clocks it back up when it needs to.

On my EP45-UD3P, my Q9650 @ 4.4ghz clocks all the way down to around stock speed of 3Ghz when idle.

To disable it, if you really want to, you normally disable EIST and C1E in the BIOS. But as GotNoRice said, there really isn't any reason to disable it.
