I'm currently on x58, see sig. I'm either going to:

1. add two 680's in sli and add them to my loop...

OR

2. move to i7 3770k, z77 plus two gtx 680's.

Is my 360 rad enough for either scenario?

Enough? Possibly.
General rule of thumb is 120mm rad per device. However i'm not sure how much heat 680's throw out, and also if you are WC'ing for quiet or performance sake.
If it were me?
I would add a new 240 in the loop and plumb it between the GPU's and CPU's. However I use my wc setup for silence so this scenario may be overkill. However when is too much cooling overkill here on the [H]?

not sure I have space for another 240mm, it would probably be a 120mm on the back added to my 360 on the top. Again, if I added.

I'm thinking if I keep the 920, I should probably add, if I move to z77, I will probably be okay. looks like my 920 @4ghz+ is putting out about 110w more than an oc'ed 3770k.

IMO you can't ever have too much radiator. But at the same time, space can definitely be an issue as well keeping it internal. I think if you're not overclocking the gpu's you could be ok with the rad plus a 3770k, but more always gives u more headroom or the ability to run fans a bit slower.

To give you an general reference I'm running my sig on a PA120.4 with med.Gentle Typhoon fans and oc'ed 1200 core 680's. MB is also watercooled.

I have two 580s with a 3820 cooled by a Black Ice GTX 480 with Gentle Typhoons running around 1000 RPM. Things get a little hot, but is near silent.

Each 680 puts out about 60 watts less heat than a 580, so you'll most likely be fine.
