Silverstone's ST60F (600W), has 4 12v rails rated at 18A each, im guessing that two of these rails may go to one PCI-E cable or each PCI-E cable runs off a different rail. Does that mean, it will give a 8800GTX the 28A it asks for?

Was never good at the echnical side of electronics, just the plug it in and watch it go boom bit.

28A would be the recommendation for the entire system. The 8800GTX has a TDP of 185W according to nvidia, and you'd be hard pressed trying to make it pull that kind of load under any current torture test.

185W / 12 = 15.42A max

In a nutshell the ST60F will easily power an 8800GTX or Ultra.
