Enermax liberty 500 boot issues

I just installed the 500w Enermax Liberty PSU and now my system will not boot to windows. It starts fine, Bios shows normal votages but as soon as windows starts it reboots. Everything appears to be pluged in (main 20pin + 4pin).
I also noticed when looking at the 20pin connector the -5v pin is missing, is this normal on newer PSU's? If not would I have been able to start in the first place? (the 3rd pin on the top right when safty clip is on top)

I got the PSU so I could run a X1950 pro AGP, Iv tried booting with and without the card.

Aopen Ax4r-plus (s478)
3.06 P4 2GIG ram
ATI Radeon 9800pro (pluged in)
1 Hard disk and 1 DVD drive
 
I notice when booting in safe mode it reboots as soon as it loads "AGP440" or something.....as I type this I'm looking at the windows boot screen, progress, though its at a black screen just sitting their....
I cant seem to get a repeat performace..
 
So far I have managed to get a full boot my hitting F8 the selecting "Disable reboot on system errors" I believe the lack of the -5v is what was couseing it.
