Encoding Video with a Q6600

I have a Q6600 in my system right now and I'm encoding some video into flash (on2 flix).

However, the CPU usage is only at 25% and it still feels like it is taking a long time. Looking at the task manager, it looks like one core is doing most of the work. Is there any way to thread this out better, or does the program have to be written to utilize all 4 cores?
 
The program has to be written to use all four cores, and I don't believe the one you're using is even properly dual-core aware... so find a new encoding app or you're out of luck.
