Enable or disable SpeedStep

Hi,

Should SpeedStep be enabled or disabled on a desktop CPU? I am running my E6700 at stock speeds, and had SpeedStep enabled, but I noticed (using TAT), that SpeedStep was kicking in even while I was playing Oblivion in some spots (it would jump back and forth from 1600 MHz to 2668). Wouldn't this cause a performance impact? I turned off SpeedStep and the CPU now stays at 2.68.

Is there a performance impact to using SpeedStep? I find it hard to believe that a game like Oblivion is not maxing the CPU.
 
I never use speedstep on the system in my signature...but then again, I fold 24/7 so my cpu is always maxed out.
