Been working on cleaning up my system and decided to see if there was a way to enable data deduplication on Windows 8.1.
Figured it would be possible since it is available in Server 2012.
I found a guide/download here:

Dedup has been running on one of my 1TB drives for a little over an hour now and has reduced the space used by about 25GB so far.
After installing it, you will still need to enable dedup on each volume you want to use it on.
It will also not enable on removable drives or internal drives that Windows thinks are removable.
Edit:
The first drive finished. It reduced usage on the drive by 182.55GB
