Editing registry of another computer

I have the HD of a computer that will not boot into normal or safe mode. I want to edit some things in it's registry, so I have pulled the HDD, and have it at my other workstation.

I've been searching and searching, but I can't figure out how I can change the registry settings on the drive.

There are some boot disks that have registry editors on them. See if the Ultimate Boot Disk has one on it. it should.
