Edit mpeg without reencode

Anyone know of a program that will edit a mpeg2 file WITHOUT reencoding it? If virtualdub would save to mpeg, I'd use that with "direct stream copy", but it doesn't. I just need to cut an area from the beginning and end.

The mpegs are at 12mbit/sec and want to keep it at that until the final copy (fit to dvd). Sure, if I had a few TBs of hard drive space, I'd just record the things straight to avi, but I don't (yet).
