Echo in my speakers?

I have a pretty strong echo in my speakers, I've played with speaker settings in windows and can't get it to go away. I want some crisp clear sound but I don't know where to start, is it the onboard sound or the speakers?

These are the speakers I picked them up for 20 bucks off a friend, can anyone tell me if this is speaker set known for quality or junk? thanks

They're junk but they still shouldn't echo. Try hooking them up to an MP3 player or some other source and see if you still have the problem.
