easy question on refresh rates

why are higher refresh rates easier on the eyes? exactly what happens as you make the refresh rate higher?

Standard CRT phosphor has a high decay rate...any single pixel is only "lit" once per refresh cycle. Between it and the next, it fades rapidly, causing a flickering on-off effect. At low refresh rates, it fades more, and the flicker is more perceptible, causing eyestrain.

Florescent lights do this as well...their "refresh rate" is the 60 hz AC line frequency.
