e8400 weird clocks?

Recently put together a new rig and put in a e8400 Wolfdale
Installed Everest the other day and noticed something weird about my CPU clock.
I'm not that up to date with the c2d but whenever my cpu load is less then 50% the cpu clock drops. Here is a pic.

Is this normal? I have changed no bios settings. All drivers are up to date.
 
That is definitely speedstep kicking in. I would just recommend disabling it in BIOS if you want it to always run at 3GHz.
 
Seems normal for speedstep but I turn it off in the bios I dont care for speedstep.
 
i turned off speedstep when i was overclocked, but now that i am back to stock speeds i went ahead and left it enabled in the bios (as per default). i havent noticed a performance difference, and i'm sure it helps with temps when idle. also, i seriously believe intel put at least a decent amount of thought into designing the speedstep so that it wouldnt bottleneck the system. i bet it kicks in at a point where it wouldnt affect performance noticeably, but then again this is coming from the guy that dropped from 3.2 back to stock 2.4 for stability and temp reasons
