e8400 reporting lower clock speed

Hi everyone, just installed a gigabyte ex38-dq6 motherboard and an e8400 cpu. I ran intel's ID and it's showing both of my cores running at 2.33 ghz instead of the expected 3.0 ghz. Any ideas out there?
 
looks like the clock ratio was at 7, I just switched her up to 9.

If SpeedStep and C1E are enabled in BIOS, the CPU's multiplier and voltage will be reduced during idle status and reverted back during load - those are energy saving features, usually don't hurt anyone, disable them only if you have OC problems. :)
 
Yes, I believe that pretty much all Intel desktops drop to 6x? Kinda wish they had multiple levels and would go lower, like laptops.
