E8300 Not registering correctly?

Hi All,

I sure hope this isn't a noob question, but I helped my brother install a Core 2 Duo E8300 which is supposed to run at 3ghz. Whenever I look in the bios and in the utility software it only shows the clock being 1.83 ghz. Am I just missing something here or is this just not right?
 
it's because the OS limits the cpu speed when it's not being used, in order to save power. do something like defrag your HDD or something that uses the cpu then check it again.
 
Go to MY COMPUTER (right click on it) then go to bottom and click on properities and it will tell you what your looking for.
