$24 price difference, no plans on OC'ing, both 2.66 GHz, just between those two alone, which seems to be the better bet? Is the E7300 worth the price savings? Is the twice larger L2 on the E8200 going to render the price/performance difference moot?

The increased cache will help in certain applications.
However, 3mb cache is nothing to sneeze at either. Only about 2 years ago most mainstream processors had about 512K to 1mb caches. So either way you'll see good performance. For $24 you'll probably do better with a larger cache.
