E6600 Multiplier Problem, Help!

I am watching CPU-Z and my multiplier keeps jumping every 5 seconds from x9 to x6 causing the speed to drop from 2.4 to 1.6

I reset the motherboard settings to default, and it is still doing this.

What could be causing this?
