E6300 really hot stock

I just put together a new system with a C2D E6300 in a MSI P965 Platinum motherboard using intel stock cooler and thermal paste and when I turned it on the bios CPU temp reading was at 75C and started rising so I turned it off shortly thereafter when it reached 80C.
Any advice on what to do? What is normal temp for an e6300? I know the stock cooler isn't great, but I'm pretty sure it shouldn't be running that hot and my rosewill case has a 120mm fan intake in front and a 120mm fan pushing air out the back and a circular tube attaching side vent to top of cpu so I am sure I have sufficient airflow.

I tried booting it again with the side panel off, and the cpu heatsink was cold to the touch. (my xfx geforce 7950gt heatsink was hot, but plenty of distance from cpu) I again ran for under a minute, shutting it off concerned at the high temp.

Is it possible the mb sensor is wrong? some firmware bug? the fact that it rose at a seemingly reasonable rate makes me think perhaps it is working.

Is it possible I messed up the cpu heatsink/fan somehow? I'm a professional software dev/sysadmin, so i can follow instructions well. :) The mounting seems quite firm, although I was leery of the pop-in method at first.

Is it possible I have a bad processor?

This is my first time dealing with my home hardware in quite some time. My current machine is a tyan tiger mb with dual 1Ghz duron processors. :)
 
Heatsink is almost certainly not on correctly. Re-seat it. The stock HSF requires good force to get on correctly with the push pins.

I removed the hsf, scraped/wiped off the stock thermal paste and evenly applied some silver thermal paste and now it is steady at 45C.
Thanks for the advice. Seems kind of obvious in hindsight, that the cpu heatsink being cold implies that was the problem. :)

Now my system temp is at 40C which seems high, but I guess that is due to my passively cooled xfx geforce 7950gt and the northbridge right between cpu and video card heatsinks(it wraps around the card). I'll post to the overclocking forum about that.
