when i run cpu-z its saying my 6300 is only running 1600mhz
it randomly will go up to 1.8 but only for a split second then back to 1.6ish

is this normal
 
it's normal.. It acts like a laptop CPU... When you stress the CPU it goes back to normal speeds... Shouldn't be any problem..
