Dynamic Overclocking, options?

I'm running an ASUS P5B Delux with Intel E4300 and a modest water cooling setup (3/4" tubes and 1200 L/m pump). My question is what kind of dynamic overclocking solutions are there, in particular any that would let me set the parameters? This is in my Home Theater PC and most of the time I don't need it running at 3Ghz, when its sitting idle stock 1.8Ghz would be fine but when I'm encoding something I'd like it to ramp back up to 3Ghz. Ideally I'd also like it to control the fans to spin them up and down as necessary. Is there anything that will do this?
 
3/4" and 72,000 liter per hour pump isnt exactly moderate. maybe you mean 1/4" and 1200Liter/Hour? at any rate if you enable all the thermal/energy management settings in bios (C1e, EIST, etc) and use the AI overclock program asus provides you should be able to do what you need, provided the Ai NOS program works well with your other hardware, its sorta hit or miss, ive never had luck with it, other people like it though.
