I recently installed a second HD into my comp. And since then, everytime I turn on my computer, it makes a constant beeping noise. It would take a couple of restarts before the computer starts windows.

Is this a PSU problem? I have no idea where to point the problem to.
 
Definitely could be, but not necessarily. It's kinda doubtful that the beeps are directly related to the PSU, but a weak PSU may lead to secondary effects that would cause beep codes. Find the beep codes for your mobo and figure out what the beeping is all about. That will definitely give you the answer. If you have a generic PSU (esp. 350W) chances are it's not really doing the job anyway, though.

Not necessarily a PSU problem, but you might consider getting a quality unit anyway. If you plan on doing some serious upgrading anytime soon, look at the Noistaker Enermax series or a quality Antec PSU. A $70-$100 PSU may seem like a huge moneysink, but the PSU is THE single most critical component in a computer. A good unit will give you stability, eliminate random crashes, give you peice of mind, and allow you to use your components to their fullest without worry. Enermax, Antec TrueControl, and Fortron are great high quality-upgrade companies to look at. A little higher price, but you get what you pay for. PSUs aren't just about watts just as PCs are just about MHz.

If your computer is basically in its finished stage and you don't foresee buying anything but a new videocard in the future, just grab a $50-60 Thermaltake, Zalman, Antec, or Fortron PSU. Make sure you do your research, check the labels, get atleast ~20A on the 12v rail, ~30-40A on the 5 and 3.3v rails, 2A on the standby 5v rail, and make sure you're not buying a 500W unit that only really delivers 380W on max load on all rails. QTec, Deer, Eagle, or Cheiftec or not recommendable. Channel Well is a good manufacturer, they sell their units under other names (like Antec).

Your rig is kinda second-rate so a 400W quality brand will be more than substantial for you, until you upgrade.
 
It turns out the continuous repeating beeps is ram problems. The ram sticks are placed correctly in the slots.
 
i had the same exact problem, when started cold it would take a couple starts to boot through windows. after a while it took about 5 minutes of turning my mypc on after it shuts off half way through posting. i replaced the psu and had no more problems, my rig was much more stable afterwards, as i was able to OC higher
