Dvd software constantly errors, even after multiple reinstallations

this comes up where ever i try to compile a dvd movie with dvd lab pro, i have reinstalled the software multiple times, i have tried downloading there 30 day trial again and it all comes back like this

google brings up people with similar problems, some said it was how the movies were encoded, I am using this to convert them to mpeg 2 , i set it to 720 by 480, 4mbs, 192 kbs audio, 30 frames per second, the movies play fine on my pc and come out playing at the same quality as the original but quite a bit larger (almost 3 times as large as the original dvix movies).

i tried the trial of tmpgenc but the movies came out like ass at the same settings

well i think i found the problem, i used bit rate viewer and the part where it errors the movie is in the 13mbs range, which i dont get because i encoded them cbr of 4mb, shouldnt that be the max? i got it to work when i did FQ-vbr because the bit rate did not spike above 9k
