ive seen dvd burners around $100 and its very tempting. i have a few questions though:

what is diff between DVD+R and DVD-R?

will one become the dominant standard?

how much is media usually?

how long does it take to burn an entire DVD @ 4x?

Neither will become the dominate standard, so buy a dual format drive. You can get the media anywhere from $.50 to $2.00 a disc....but this is something you should easily research yourself.

I think mine usually burns a full data DVD in about 20 minutes. I have a dual format LiteOn, and couldn't be happier with it. It also offers 40x CD burning, which is very high for DVD burners.
 
for media size, it seems like everything is 4.7 GB. is this the norm?

also, is it 4.7GB = 4.7 * 1024^3 bytes,
or is it 4.7GB = 4.7 * 1000^3 bytes?

dvdrs hold 4,700,000,000 bytes

4,700,000,000 / 2^20 = ~ 4482 MB
