dvd burner doesnt seem to "boot"

I have a Lite-On dvd burner 1633s. Its on master and a hard drive in secondary. When I first install a secondary hard drive on slave, i had difficulty making it work in window. When I try to push the eject button, nothing happen. the OS didnt recognize it except the bios. Some how I manage to make it work. But that was two years ago....

Now, I replaced that slave hard drive with a bigger capacity. now the problem is repeating itself. bios recognize the lite on but during windows, it doesnt seem to recongize it.

Keep in mind guys, im using a sata hard drive as a primary to boot. Its the exact same from the first experience.

Do you guys know how to solve this problem?
