DVD and Blu-ray Authoring

Can anyone recommend a software package for authoring dvds and blu-ray disks? The limit I am willing to spend is about $150. Basically I would like to add several video clips with a menu to be able to select specific clips.

It's free and simple. For Bluray, I'm not quite sure.
