Duplicate Contacts in Outlook Issue

Hello all, I'm looking for some help to tackle a issue my friend is having.

A friend of mine uses Outlook and his Iphone to store his contacts and he has a list of 4000 contacts that are not being synced together across the Iphone and on his two computers. He has been updating and adding things on one of his devices and not syncing or adding on the other so the list in each are slightly different. How can I merge these without having duplicates and without losing any items?

Quick notes:

- His contacts are not backed up via Icloud
- He has office but never bothered to use Outlook for anything aside from being an address book.
- Sync needs to be done on Iphone, his office computer and his laptop
