Meaning, where does it write it's values? I recently picked up a new GPU after many years and decided to play with this tool. It was my understanding that these types of software utilities had to be running in order for them to have affect. However, I can close this off and the clock and memory settings that I entered are still there.

So, where is something like Afterburner for an ATI/AMD card being written to? Thanks.
 
It calls methods in the ATI driver DLL's that 'tell' the gpu to change clocks and whatnot, and the gpu will stay at those settings until something tells it to go to different settings (or reboot).
