Dual PSU computer doesn't restart via software

I just built a dual-PSU 280x rig with the ASrock H81 BTC. It's using two Corsair AX860 PSU's that are connected by one of those motherboard power wires.

It won't restart from software. I have to push the reset button to reboot it after I go to restart in Windows 8.1

Any ideas?

Could you be using the wrong PSU (slave) for the MB supply?
The one connected to the MB must be the master supply in the dual set up.

The one connected to the motherboard has all the wires going to it. The secondary one has the two wires branching off.

Also, the reset button works fine.

Weird. I use the same dual-PS plug and have no problems. Before that I just used the paperclip trick with no issues either. On restarts it never shuts off so it's not a problem. I did read that not all PSUs will work with them though (Newegg reviews). http://www.newegg.com/Product/Product.aspx?Item=N82E16812201037

I found out the same computer won't shut down either. It probably won't restart because it can't shut down.
