I am thinking of buying a new MOBO and Opteron CPU....what is the "best" way to reach
at least 2.8 or even 3.0 GHZ ???

I am using my machine to run Photoshop and want to do HD DVD ??

Before anyone jumps this guy about C2D, please remember which SUB-Forum we're currently in. :D

The current crop of Opteron 165's and 170's at Newegg (not sure about other e-tailers), are doing well (check out my sig). You might want to take a look at their website and look through the most recent reviews for each chip. Problem with Steppings is that its not 100% guaranteed, and Newegg, does not list the steppings (unlike other e-tailers, who want to maximize their profits by tempting the enthusiasts with known "OCin" chips).

Best Mobo for OCin s939? DFI Lanparty series... take your pick.

As with all Overclocking... YMMV.

Anyways, like stated above any of the Lanparty series mobos will do the trick of OCing. My "Toledo" re-badged San Diego OCed to 2.8 and wont go higher, but thats because its not the best stepping available for the A64, the best being the KABNE and KAB2E for single core. But again, the latest batch of 165's OC to 3ghz, if not guaranteed, then a very high probability that it will hit that.
 
The best way to reach those speeds?
A: do a voodoo dance and pray to every god you can think of
B: buy a used proc guaranteed to his those speeds then get a mobo good enough to handle the HTT.
 
based on assumption that you are pretty new to hardware and overclocking and the like, I wouldn't go near a DFI lest you wanna be turned off.
the mobo in my sig is very nice and is pushing my x2 to 2.9 as I type this.
