Dual 12v Rail question

If a PSU is a dual 12v rail model. What is good for the rails. Like do both of them kinda combine as far as rating when compared to a single rail?
Like a psu with this rating(dual 12v)-+12V1@18A, +12V2@15A. Is that equal in power to a single rail +12v@33A?

I was wondering whether this PSU was any good as far as rating and user experiences.

edit* apart from the liberty, what dual 12v rail PSU would you guys recommend in the $120 budget?
 
Their output is capped at a combined rating as they are fed by the same rectifier so the rails are NOT additive. The current on 12v2 feeds only the processor while 12v1 powers the rest of the sytems's 12v devices.

What is a good combined 12v...depends on for what.....SLI you are looking at about 30amps combined.

The Eneramx is good but it could be overkill....what is the system?

Well that is a not very demanding system in the grand scheme of things.....any upgrades planned? If not you could get by with a lower output PSU. If the mobo is a DFI I would go with a OCZ supply per davidhammock's experience/recommendation on the subject.
