I had just done a fresh install of vista and as soon as I install nvidia drivers my screen turns a solid color depending on the window I have open (it changes color if the window is a diff. color). It doesn't happen on the stock Microsoft driver. It also happened when I used XP in games and stuff.

Anybody know what I can do?

Anything that goes wrong with a fresh install of an OS is likely due to some hardware defect/deficiency.

Does this happen no matter which driver you use? Do you have another card to try in the system?

Sure it's not your monitor or the monitor cable? Have you another monitor lying around to test it?
