doom 3 graphical problem

thats an edge tahts supposed to be reflective, but shows up as a white dotted line.. kinda, its NOT heat relative.. it always happens, in the same spots and only when i used the flashlight

So I assume you've tried underclocking your core by 20-50mhz under stock speed as that has fixed the problem for others most of the time (even if you think its not heat related)?
 
yes i have.. ive also tried over clocking to see these white dots people speak of, these are not the same thing

I heard ATI has problems with Doom3 by default in terms of AF filtering artifacts, have you tried the Humus tweak on B3D while forcing AF in the ATI control panel? It seems its the only way to get proper filtering. Humus' tweak causes some small inaccuracies in lighting but it speeds up performance and fixes filtering when its forced through the ati CP:

Note that your experience may vary with the tweak.
