Q: Are they unlocked multipliers.
A: Some are, some aren't. ES processors are generally unlocked.

They are? I thought all of the Xeon processors after socket X58 are locked.

Some are, some aren't. I've seen more of the variants unlocked than the final revision model series,
 
If you get any 2011v3 chips unlocked, PM me. Genuinely interested in an unlocked 8 core, buying in the next month or so.
