done vuilding pc, help with dvd-rom

ok so i built the pc and installed windows, neither the bios or windows sees the liteon dvd-rom, when i installed i didnt check to see if the jumpers were diffrent between the burner and the dvd-rom, could this be why?
 
Your description is very unclear, but I'm not real sure how you can install Windows without having the optical drives configured correctly. But yes, check the jumpers.
 
Well if the jumpers are set incorrectly... that might be your problem... if they are set correctly, it could be the drive itself, or the cable.
