Dunno, it depends, i have an habit to have my monitor on for most of my day(about 10 hours a day) and switch it completely off during nights. I have 15 minute delay for the lightest "blank" screensaver and 3 hours for standby just in case i forgot my monitor on and go away.

Standby on a display only turns off some functions wile other are in a low power state or on. Standby never turns a display completely off.
 
Well standby might not turn off some internal functions, but it certainly turns off the tube, seeing as how it has to warm up again when it comes back on.
