Here are my relevant system specs:

P4 2.40B (not overclocked) w/ some sort of CoolerMaster CPU fan
Abit BE7
GeForce 6800 128
Antec PLUS1080AMG w/ 430W True power supply

Should my CPU be idling at 54C, rising to 85C after 10 minutes of 100% CPU usage (before throttling), with the case temperature staying around 45C the entire time? Does this sound normal, given the specs above?

Would having 2 CD-ROM/DVD-ROM drives, an internal Zip drive, and a standard floppy drive active simultaneously somehow affect the temperature of the CPU?
 
I would guess its either a very bad fan or your hot air is getting recycled in the case, please provide pics of your tower or explain what kind of airflow you got in your case (aka case fans and positioning).
 
No it should not !!!

Even the case temp is on the high side.

As per other poster hard to say without specifics, manuf and model of case, fans installed etc.

However I would at least reinstall the cpu heatsink fan with a good quality thermal grease, check all the fans for dust clogging/proper operation, move ribbon cables out of the way of airflow, take tin snips and cut out restrictive stamped or pattern of holes type grills in front of fans. add more fans etc. etc. etc. airflow airflow airflow. Doe not have to be loud with a zillion fans, just get the air moving.

several sites on the net tell you how to remove the garbage factory thermal pad and put on grease. I suspect your thermal pad is a cheap one that has dried out and is not working properly. Do a google on "cpu thermal grease" the artic silver site should have info as well.
 
I removed a CD-ROM drive, as well as a ribbon, but the problems persist.

Idle
Case: 38C
CPU: 55C

Load
Case: 47C
CPU: 85C


I somehow doubt that Artic Silver or another kind of paste would make much of a difference, given my abnormally high idle temperatures.

As far as fans go, my case has all of the stock fans from Antec---one on the side, and two on the back (not counting the PS vent.)

I would post a picture of the inside of my case, but alas, attachments aren't allowed here.
 
maybe the sensor is off.. you could try getting a another temperature monitor and see what that says. or you could just run you system with the side off.
