Does this sound like a power supply problem...

I built this computer just over 2 years ago (if I'm not mistaken), but for many months now I've had this problem when shutting down my computer. When I click Start, and select "Turn off computer," Windows obviously logs out, does its shut down procedure and then the machine turns off.

However, if I want to turn the computer back on, and I press the power button, nothing happens. Well, the green power light on the case comes on... but that's it. I have to flip the power switch on the back of the PSU, and then flip it back on, and THEN it will turn on. The power supply is an Antec NeoPower 480w power suppy, and the case is a Antec P160 (probably doesn't matter). I thought it was an issue with the power switch in the case, but I'm starting to think it might be the PSU. Any ideas?
 
It almost sounds more like a motherboard issue than power, but I'm not 100% sure.
 
In my experience, power supply problems usually cause crashes if anything. Have you checked the power settings in the BIOS or perhaps resetting the BIOS? If you have another power supply lying around you could try that just to rule out the possibility

Unfortunately I don't have another power supply lying around. I'll have to check the BIOS though.
