Does this sound like a power supply issue?

I'm stumped. This used to be sporadic but now it happens every time. I shutdown my computer through the start menu. It goes through the couple seconds it takes to shutdown and then the monitor turns off as well. Here's the problem. The computer stays on. All the front lights, internal lights, processor fan still remain on. I even pushed the DVD drive button and it ejects. So everything stays on but if my monitor is turned on, there is nothing on the screen. I brought this up before but the best answer I could get was that maybe it was going into hibernate. My settings are for shutdown to do just that. Even if it was hibernating, you should be able to bring the system up through certain keys but in my case this won't do anything.
So this leads me back to the title. Would this be a power supply issue perhaps?

No. This would be a motherboard issue. Motherboard has to tell the power supply to shut down. Power supplies don't turn on and stay on unless the green turn on lead wire is grounded.

Believe it or not, I've seen updated BIOS fix this problem. Could even be OS related.

Thanx, I suppose I'll try a BIOS update. I know that there are 2 newer versions out for my board.
