Does this sound like a bad PSU?

Built my new comp last night...had everything running good but one of the cables got caught in the side panel fan (most awful grinding sound ever) so I opened the case up and reorganized the wiring and moved it all out of the way of the fans. Screwed the case back on, pressed power......nothing. Unplugged it, plugged it back in, pressed power, again, nothing (except for a very faint noise coming from the PSU and the HD light coming on for 1 second). I saw a few spare PSU cables resting against the case itself so I moved those thinking that might be the problem but no dice.

What do you guys think? Time for a new PSU?

Yep, all I changed was the cables for the side panel fans.

Id dismount the mobo and try again with it in a cardboard box

sounds more like a short
get it to boot there, then remounted with minimum components
then add more components

but if that doesnt work then yes it likely the PSU

what Ice Czar suggests is the first thing i would try when i run into a problem like this.

Even though all you changed was the cables for the side panel fans, I would check to make sure that all the cables are secured in place.

It does sound very much like a short rather than a loose cable. Also could be a dead PSU.

Did the fan damage the wiring or just hit it?

Also, some PSU's have some power protection circuits that can only be reset by unplugging the PSU from the wall for several minutes (wait 5).

Just start trying things one at a time and eliminating the possibilities. Its tedious, but welcome to troubleshooting computers.
