does this look like a driver problem, or a hardware problem?

hey guys, i just started noticing this, and it seems to be in tf2 only. im thinking its just a driver/engine problem, but im not entirely sure. this also comes and goes at random, and its like a 1-2fps flash and it disappears again. it also varies in intensity.

im running on the bf3 hotfix 2 drivers right now.

Check your GPU temperatures when playing TF2. Does this happen after playing for a long time, or only after a few minutes?

Regardless, I would uninstall the current drivers. Reboot into safe mode and run driver sweeper to remove any driver conflicts. Try using 11.9 and see if that takes care of the problem.
 
temps are ice cold. hardware monitor shows a max temp of 59c, and this things been running for a few weeks now

this shows up completely at random. tonight it started about 10 mins after i started playing, lasted for about 20 seconds, and then disappeared for the remainder of the night.
 
To me that sounds like ram problem, and although this will sound weird, not necessarily the ram of your vidcard but your system ram even.
 
If you have a spare video card you could test it out to see if the same thing happens.
